Processing & Sorting Weeded Items – HPL/Friends Guidelines

WEEDING APPROVAL
All Houston Public Library materials must either 1) meet the LMS Collection Development Office’s criteria for pre-approved withdrawal or 2) be approved for withdrawal by an LMS Collection Development Librarian or their designee in order to be weeded from the collection.

HPL materials that have been approved for withdrawal must be sorted into two categories: FRIENDS and DISCARDS. There are specific handling instructions for each category, as outlined below. Subscription Plan items are handled differently.


SUBSCRIPTION PLAN Items – Return to LMS
Subscription Plan (S-Plan) books are easily identified by their bright yellow spine labels.

NOTE: **NEVER stamp Subscription Plan books and DO NOT check them out to CEN or an NL unit’s “xxx-Discard” account in Symphony Workflows (wet/moldy/bugs exception: see pg. 3).

  • Send all surplus and damaged S-Plan books directly to the LMS Float Team.
    • Attach a brief note to individual copies regarding any damage (wet/moldy/bugs exception: see pg. 3).
  • When pulling surplus copies of titles that HPL has both as regular HPL copies (white spine labels) and S-Plan copies for possible withdrawal, it is preferable to send in S-Plan copies first rather than regular HPL copies if condition is comparable. The Float Team may redistribute surplus S-Plan items rather than withdrawing and returning them to the supplier, depending on system-wide needs.

LMS Division staff will handle ALL S-Plan withdrawal tasks for damaged items and surplus copies being returned to the supplier (wet/moldy/bugs exception: see pg. 3).


FRIENDS Items – Processing Withdrawals
Includes all materials in good condition or with minor routine wear, including surplus donations. Items that are approved for withdrawal from HPL collections should be stamped “Friends of Houston Public Library.” Donations do not get stamped.   
  • HPL books should be stamped in 1 place:  top edge of the book if possible, next to the HPL property stamp.
  • HPL items lacking a stampable top edge should be stamped in 1 place where you find an HPL property stamp or label, typically on the back interior label/book pocket.
  • Check out each weeded item to the unit’s “xxx-Discard” staff user account in Symphony Workflows so that the items’ barcode numbers can be deleted from the database by HALAN. 
  • See PACKING instructions below.




DAMAGED Items (“True Discards”) – Processing Withdrawals
Damaged materials approved for withdrawal from HPL collections are unsalable and are considered “true discards.” These should be stamped “DISCARD” and boxed separately from “FRIENDS” items. Donations meeting the same criteria do not get stamped.

  • “True discards” are intended for recycling or trash.  Staff is expected to use good judgement in identifying them according to the following criteria:
    • Items that are heavily worn or damaged, inside or out.
    • Items that are stained, disfigured, burned, or torn.
    • Items damaged by food, water, or other liquids (even if dried).
    • Items with musty or other strong odors, such as smoke.
    • Items with broken or cracked bindings or loose or missing pages.
    • Paperbacks with yellowed or loose pages or peeling covers.
    • Items with notable amounts of writing or highlighting on pages.
    • Tax guides (regardless of age or condition).
    • Encyclopedias more than 3 years old.
    • Travel guides more than 5 years old.
    • AV that is non-functioning or is missing parts.
    • Magazines (Note: Old magazines may also be discarded in the City recycle bins.  Please tear off covers beforehand.)
    • MOLDY, WET, BUGS – See note on pg. 3 re special handling and disposition.


  • HPL books should be stamped in 1 place:  top edge of the book if possible, next to the HPL property stamp.
  • Items lacking a stampable top edge should be stamped in 1 place where you find an HPL property stamp or label, typically on the back interior label/book pocket.
  • Check out each item to the unit’s “xxx-Discard” staff user account in Symphony Workflows so that the items’ barcode numbers can be deleted from the database by HALAN. 
  • See PACKING instructions below.


PROCESSING NOTES:
  • Do not stamp “DISCARD” or “Friends of Houston Public Library” anywhere other than where instructed as it detracts from the item’s appearance and reduces resale value.
  • Do not remove pages or barcodes (33477…, R01…) labels from items.  Materials that go to the Friends should not have any pages, or parts of pages removed, as this devalues the item.
  • If an item has a bookplate, please put a sticky note indicating this on the outside of the item.  The Friends will remove the bookplate to insure minimal damage.
  • Donations that have never been part of the HPL collection should not be stamped. 
  • Box donations separately from withdrawn HPL items.
  • Empty AV cases should simply be thrown in the trash.

  • Materials withdrawn from the HPL collection are the property of Friends of Houston Public Library; any arrangements for purchasing withdrawn materials must be made with the Friends of Houston Public Library.





SORTING, PACKING, & BOX LABELS
  • Box similar items together whenever possible.
  • Pack and store boxes securely. Boxes should not weigh more than 20 pounds (approximately 2/3 full).  Attempt to fill boxes so that they will not collapse when stacked.  For safety, boxes should be stacked no more than 5 high. Do not obstruct walkways or exits.
  • Attach a white DISCARDS/FRIENDS label to the top of each box.


FRIENDS boxes should contain only regular FRIENDS items stamped “Friends of Houston Public Library” or donations in salable condition.
  • Fill out the white DISCARDS/FRIENDS label as completely as possible: Circle the word “FRIENDS” and add unit name.  Note box contents: if a box of books contains all juvenile biographies, picture books, indicate that.  Note particular Dewey ranges, foreign languages, AV formats, Texana, etc., in the space provided.  If you cannot be that specific, even noting adult, children’s, or teen is helpful.
o   PACKING & LABELING NOTES:
·         Boxes containing items withdrawn from Central Stacks, Clayton, HMRC or Gregory School should be clearly labeled as such.
·         Boxes containing partial sets, such as encyclopedias, should be labeled and numbered (e.g. “Encyclopedia XXX +year” + “Box 1 of 2”).  


DISCARDS boxes should contain only “true discards” that have been stamped “DISCARD” or donations that meet the same criteria (see above). Boxes get a white DISCARDS/FRIENDS label. Circle the word “DISCARDS” and add unit name. 


WET, MOLDY, BUGS, etc.
Items that are wet, moldy, mildewed, or contain insects or other biological matter (blood, etc.) should be handled with latex gloves.
  • HPL items: Stamp and check out to an “xxx-DISCARD” account if they are HPL items, then bag them and place directly in the trash. **Do not box them with other items.
  • Donations: Do not stamp. Bag and dispose of as above.
  • Subscription Plan items: Do not stamp items. Email each title, barcode number, and a note to Sara Karow/LMS Float Team (Sara.Karow@houstontx.gov), check items out to “xxx-DISCARD,” bag and dispose of as above.


QUESTIONABLE ITEMS
If you have any doubt about how to sort a particular item, send it to the Friends!  Attach a brief note describing the concern and put it in a “FRIENDS” box.


BOX LABELS, BOXES, & STAMPS

  • White DISCARDS/FRIENDS ox labels and boxes are available from the HPL Supply Room. Box labels can also be printed from the Intranet.
  • “Friends of Houston Public Library” and “DISCARD” stamps are available from the LMS Collection Development Office (x31469).

As I’m sure you’ve heard, bedbugs are making appearances at several neighborhood libraries.  When you or your staff spot them, please submit a Sprocket.  When a customer complains of a bite, please make sure to write an incident report along with submitting a Sprocket.

New Marketing Processes

Hello from the Marketing Team!
The Marketing Team has been hard at work creating a streamlined process in order to increase the effectiveness of our marketing promotional efforts. Marjorie Gonzalez, Marketing & PR Manager, has been visiting all library locations to introduce these new plans. Below is a very short synopsis on our new upcoming marketing processes and plans. Details  will be provided on the Communications intranet web page the first week in August.

The 1st phase of our new plan begins TODAY, Monday, August 1, 2016.

  New Marketing Processes
  1. Use New Marketing Request form to submit for a new project.
  2. All communications for marketing requests are now through Communications - hpl.communications@houstontx.gov
  3. Use the Reprint/Outreach Request form for standard reprint and outreach material requests.
  4. Use the Marketing Equipment Rental to request any equipment (i.e.: banners, tablecloths)

Neighborhood Library & Special Collections Marketing Tools

Starting November 1, 2016, the Marketing Team will promote 3 events per month for each library with the below marketing tools. Each library MUST input their events 3-months in advance in the online events module. We will follow a strict TIMELINE in order to make this process as smooth as possible. For the first run in November, we are extending the deadline to August 19.

Language Line

Good afternoon everyone,

This message is to provide a solution to an issue that staff may encounter when using the iSpeak Houston Employee Language Line.

Issue: The issue occurs after a staff calls the Language Line, and enters in the Client ID and Library code, and a recorded message asks, “Please speak the name of the desired language”.
After the staff speaks the name of the desired language, the recorded message says that it is not able to identify the language that was stated.
For example, when you speak “Chinese”, the recording answers that it does not recognize that language.

Solution: When the recorded message does not recognize the language, staff may press zero (0) to reach a live operator.

On a specific note, when serving a Chinese customer, the recording unfortunately will not recognize “Chinese”, but will only recognize “Mandarin” or “Cantonese”.

Please share the above information with your staff. If staff continue to encounter a problem after using the above approach, or if staff run into any other issues with the line, please let me know.

II          CE Manager Meeting announcements 05-27-16 Compiled by Yolanda Anguiano

Even though Michele is now gone, we will continue with the forward momentum of Customer Experience.
·         CE Managers and Assistant managers will continue to meet together every month
·         Youth Services meetings will continue
·         Improved communication will continue
·         The lunch and conversation chats will now be with Customer Experience Administration with Liz, Laurie and Mary attending. 
·         Staff members are still being asked to limit the time spent working at those locations that are closed to the public on Mondays.  It is a priority of the Mayor’s to ensure that we have city services available and if customers see cars and staff inside the location on the day they’re closed, they begin to question why they need to be closed in the first place.

HPL is becoming a partner in education.  The first step is the Learning Link initiative and it is close to being launched.  Preparations are ninety to ninety-five percent complete.  The final steps of data transfer are being worked out.  The proposed launch will be in August.  All HISD students will have a Learning Link library card.  Their student ID will be their card number.  They will be able to borrow up to 10 books and will have no overdue fines.  Students will be responsible for lost or damaged items.  A virtual Learning Link card will be issued to HISD staff.  It will provide them with access to our electronic resources.  The staff’s employee ID number will be their Learning Link card number.

Youth Services meetings will continue during the summer with various training components. Training on Camp Wonderopolis will occur in June and how to deal with gangs from an HPD expert will occur in July.  Every location or grouping needs to ensure they have at least one person who can attend these meetings. The August 12th meeting will be mandatory due to the Learning Link training.  All locations are to send their youth services staff to this meeting.  Similar training will take place at the CE Managers meeting that month.

Mayor Turner’s first City budget has passed unanimously and the library was one of only three departments that did not see budget cuts. Mayor Turner’s message to city employees was: “It’s working. I am proud to report that our city government is functioning in ways we have not seen in modern memory. Today, our city council passed a budget unanimously, one month ahead of schedule. Republicans and Democrats came together to send a clear message to the credit agencies that Houston has its fiscal house in order. We closed a $160 million budget deficit that averted massive layoffs, preserved city services and saw the independent Tax Increment Reinvestment Zones agree to contribute revenue back to the city – a major first. And that’s just weeks after seeing our city departments come together in an unprecedented way to address the number-one complaint when I took office: the condition of our streets. Since the inception of our new program, we’ve filled 23,213 potholes – and 95% of citizen-reported potholes were filled by the next business day. Our critics – the ones who complain that city government never works – said it couldn’t be done. They were wrong. They should never underestimate the power of Houstonians. I believe in our city employees and elected leaders and in the Houstonians they serve. I am proud and grateful to lead this great city. Together, we can make great things happen. Thank you.” - Mayor Sylvester Turner

Managers still need to complete their four hours of required outcome based training.  You should already have two hours credit due to training during the CE Managers meeting a few months ago.  You will receive information about the other two hours via email next week.  You will need to watch the webinar and make a substantive comment to receive credit.

Leadership Institute Program has concluded. Patrick Atkins, Melissa Ryans, Kallie Benes, and Edgar Fuentes were among the graduates.

Updates:
·         Park Place Manager Dena Melvin had her baby girl, Parker;
·         Robinson Manager Chris Arrowood graduated with his MLS;
·         Former Kendall Assistant Manager Lauren Wilcox has transferred to Virtual Services. 
·         Clayton’s Sue Kaufman and Melissa Hayes have worked to get Ancestry.com help videos on the training portal.  Sue has been cleared to offer 2 hours of staff training on basic family history.
·         Gregory School staffs have been working on doing outreaches to area schools and using UH Downtown and Texas Southern University students for help with archival projects.
·         HMRC was mentioned in Sunday’s Houston Chronicle about the Kaye Marvins Photography studio collection they are receiving.
·         Central is focusing on bringing community organizations to the library as part of their outreach efforts.
·         Robinson is offering programs for children for those families who are visiting to get their passports.  While the parents are getting their passports, the children will be engaged in other activities. 
·         Vinson is doing an outreach to a senior center on Mondays.  Seniors are reading a Harlequin Romance chapter a week. 
·         Alief has set up a program in which they will visit every Alief ISD Elementary School throughout the school year and perform outreach.
·         Carnegie and Moody have contributed to a Head Start kinder boot camp program.  They are working with Coop and Sherman Elementary kids. 
·         There is a task force being created to reimagine the space at Dixon.  Councilman Davis is looking to give money for improvements. 
·         Pleasantville/Tuttle has revamped After School Zone and we have seen a significant reduction in incidents.
·         Stanaker is working with Digital Inclusion and Community Engagement to provide computer and workforce training to the Open Door Mission.
·         Park Place and Smith have been piloting after-school food programs.

CE Announcements: (Laurie Covington and Fred Schumacher)

Mary Wagoner sent out congratulations to Tech Specialists for the increase in Open Job Labs.  Since the training in January, numbers have increased compared to last year.

When you have an overage/shortage with money in the deposit, please make a note on the deposit paperwork.  Financial Services needs to know that you noticed the shortage or overage and have tried to investigate.  It can be that you don’t know why there is a discrepancy, but you need to put a note.

Laurie reminded managers that you can only report temperature issues when the temperature is outside of the acceptable range of 74, plus or minus 2 degrees.  Don’t report that it’s too hot if it’s 75 degrees or too cold if it’s 73.  Please share the information with staff.

A new service begins in July at 13 locations: notary service.  More information about training will be forthcoming.  Passports at Collier will begin in July as well.

The summer interns from SER begin on June 13th.  Celeste needs their immediate supervisor’s t-shirt size.

Fred Schumacher:  There is a new way of returning Flip Kits.  Refurbish accounts have been set up for each location.  Please discharge the returned Flip Kits to the refurbish account.  This is being done for better tracking.  Fred will send a power point on directions next week.

When the new reservation system is up and running one of the features is that it will automatically extend time by 15 minutes if 2 computers are open
The system will use the library pin number as the password and there will be card readers that will scan the library cards

            a. Meeting rooms make sure you inform people of the limit of 6 programs in 90 days and all parts of the form are filled in food, media, what room and how many people.
B. computer forms make sure to fill out the form completely
C. stat sheet we are missing gate counts and some of the tally marks are not clear.
D. materials found lying around check in.  If it is something you are looking at check it out.  If it is something you are working with put a note on it.

Summer Reading for Grown Ups

Hi Everyone,

Update regarding the University of Houston incentive that we are offering at registration for the Summer Reading for Grownups. The offer is a BOGO ticket offer for the 2016-2017 Season. There is a code that’s required to redeem the offer, and we have the system set up so that the code appears on the page once a customer registers. The message also directs them to visit their neighborhood Library to redeem the MFAH offer. So that you have the information in case customers have questions, the info is as follows.

Smith staff meeting 6/14/16

I the KHOU book drive the box is out front and we just need to make sure people are donating their books not our books.  Details on book pick up will come later.

II Bikes for highest reader are being displayed each day.  The bikes need to put away each night and brought out each morning.  Currently there is room in the manager’s office.  When scheduled out I will move the bikes to the supply closet.  This will continue until the end of summer reading.

III Due to the temp AC unit the gates will be closed at night.  The gate by the dumpster will remain closed except on Thursday morning for dumpster pick up. The clicker for the front gate will remain at the building so Diane can get in, in the morning.  The clicker for the back gate will be passed around to the people that will get here the earliest to open the back gate. That person will also have to close the gate at night as we leave.
This will continue while the temp AC unit is here currently planned for 2 weeks.

Additional signs were posted in the parking lot yesterday about gates closing at end of business.

If you call in on a Saturday

Please let your team know that if they want a Saturday off that they are scheduled to work, it is upon them to find a replacement.  

If they call in on a Saturday, it is upon them to find a replacement, and then work that replacement person’s next scheduled Saturday.  

If a staff member calls in on a Saturday, they must also present a doctor’s note for that absence.

III        CE Manager Meeting announcements
                      I.        Customer Experience Update and Announcements - Customer Experience Administration (Liz, Laurie and Mary)
AC is supposed to be 74 +- 2 degrees so has to be 76 or higher before we report AC issues.
We will get an intern at Smith on 6/13 they will work 32 hours a week.
Flip kits will now need to be checked out to the REFURB account before you send back to the CMH.
Learning Link card is still working out the details but 215,000 HISD students will receive a physical card that will enable them to check out 10 books at a time.  Teachers will receive an online card to access resources on the libraries web site.

II.        Digital Strategies Update- Rick Peralez, Assistant Director of Digital Strategies; Robin Cabrera, Technical Hardware Analyst II
HPL Rescue will be put on all staff computers soon.  It will be a blue circle with a plus sign.  This will allow you to instant message with the IT department to get computers fixed faster
Public wireless will be changing to an Authentication required system.  Customers will need library card # and Pin # to access HPL Public network.  The purpose is to provide more security for customers.

III.        TechLINK and HPL’s Path Forward - John Middleton, Assistant Director of SPACES; Rick Peralez, Assistant Director of Digital Strategies
TechLINK will be a program offered at 10 HPL locations currently there are 3 levels planned.  Building, Room, or classes Smith is scheduled to have TechLINK classes

I am thrilled to share with you information about a new and exciting super multimedia and technology infused service model we are calling TechLink. The “official” description and a video link about TechLink is below:
…TechLink will be a new and innovative technology service platform offering technology enriched digital creatives spaces for our customers.  TechLink will provide the spaces, technology, instruction and tools and equipment for music and video production, digital animation, graphic design, photo editing, multimedia presentations, coding and game development.  TechLink will be crafted as a learning environment with a focus on creativity, self-expression, and collaboration offering technology-based programs, classes and workshops based on current library and technology trends and community needs.  TechLink will also serve as a testing venue for professional certifications.  TechLink will give HPL the Platform to bring emerging technologies to our customers well into future.
Led by the Digital Strategies team, our first TechLink will be launched in the Scenic Woods Neighborhood Library. As our world is changing so are our libraries. Stay tuned for updates on the progress and an opening event for HPL’s future forward new service.

VI        Questions or comments 

Please see the attached memo from the Mayor stating that a new process of the annual freeze of personnel actions will begin this fiscal year-end which will be June 25, 2016 through July 2, 2016. There will be no personnel activity during that time frame but HR will continue with posting positions, interview process and vetting candidates. HR will just not be able to have effective dates for any selections.

In addition, the HOPE increase will also impact personnel actions for promotions and any salary increases. The HOPE increase is effective July 22, 2016, therefore no promotions or salary increases will be effective for the July 2, 2016 pay period. We will be able to hire new employees and the 1st effective date for new hires would be July 5, 2016 or any other applicable date for new hires after that date.
